Amtrak at the TMC Monday Afternoon?

Strange observation (I think) at the TMC yesterday afternooon. Amtrak
821 and a consist of Amfleet coaches were being wyed just after 2pm.
Shouldn't they be south of the border by then?

I heard from someone living in the area that CN had two serious washouts of
their track west (north?) of St. Catherines caused by the recent heavy
rains in that area.

VIA train 97  was stopped at Grimsby and replaced by bus service from Grimsby due to an important accumulation of water on the tracks.
 Per  VIA Travel Advisory posted on VIA's Arrival and departure status page for Train 97on Monday Jul 28.
The Niagara  Peninsula received heavy rainfall yesterday morning.
