The Gaspésie Railway is revising its investment plan to take
a step-by-step approach to its projects. The total needs have
been estimated to be $107 million, but the railway realizes
that getting that much from governments in one shot is unlikely,
so it's dividing the work into smaller chunks, hoping that will
improve its chances of getting funding.

The railway needs to increase the load-bearing capacity of two
bridges at Cascapedia-St-Jules (between Carleton and New Richmond)
and at Grande-Rivière. It also wants to redo the pillars of the
bridge at Port Daniel to serve a cement plant planned for there,
and it needs to invest in the 708 culverts all along the line.

For the next two years, priority is to be given to improvements
from Matapedia to Port Daniel.

The story doesn't mention VIA service. The Cascapedia bridge
is west of New Carlisle, so if it needs work, that could provide
VIA with an reason/excuse not to resume service between Matapedia
and New Carlisle. And if work is only done from Port Daniel west
in the next two years, then a return to Gaspé will be a long way
off.

Here's another report on the same subject, from a different source:

This one does mention VIA. The president of the Gaspésie Railway
says the return of VIA as far as New Carlisle is in the first stage
of their plans. He says the line is already safe, and all that is
needed is an agreement with the Quebec Ministry of Transport to
guarantee that the line will be open in the long term.

That would be good, but the railway said a few months ago that the
line was safe, and then the ministry contradicted them. The CHAU
story doesn't mention the Cascapedia bridge, which the Radio Gaspésie
story said needed work. I try to remain optimistic, but I'll wait
and see whether a return of VIA is just around the corner.

Here is a news report that says: The Gaspésie Railway Society needs $33 million over the next 2 years. The line from Nouvelle to Port-Daniel will be fully upgraded. Some customers are already using the railway, and others are waiting for it to be upgraded. In the longer term, other applications for financial assistance will be made for repairs to the line from Port-Daniel to Gaspe.
It was not mentioned in the above report but the line from Perce to Gaspe was upgraded in 2013. The tourist train L'Amiral operates between Gaspe and Perce during the summer and fall months. If the line gets repaired to Port-Daniel in the next two years, then there's only 40 miles of track from Port-Daniel to Perce that will need repairs.
