Just came across this thanks to the CAPT.
Don't know how accurate the report is but a lot of research went into it. Noteworthy is their assessment of Via' s Renaissance fleet. In one word: junk ! Along with their conclusion as to how uncooperative CN is towards Via. A take it or leave it attitude.
On a personal note I briefly met Mr.Gormick years ago. A very opinionated individual who has authored a number of Canadian railway related subjects over the years.

Transport Action Ontario is pleased to release a major new report by our colleague, Greg Gormick, entitled âOut of Steam: The Urgent Need to Modernize VIA Rail Canadaâ.
The report analyzes recent quarterly, annual and plan reports of VIA Rail Canada. It concludes that, in every key performance indicator, VIA is either stagnant or declining. But it also concludes that VIA can be easily revived and improved to deliver major benefits to Canadians if government invests strategically in its full, long-overdue modernization.
