It should be noted that BNSF owns the property all along the route they own where the city currently leases land for parking lots all along the beach. This is some of the best prime real estate in the lower mainland a wide strip of land all along a scenic beach. Just think how much BNSF could sell the land for, for condo's or towers. It would difficult to envision how the Gov bodies could come up with enough $ to reimburse BNSF for the move to buy the land for planned Greenway routes along the old rail line as shown on the City plans.
I think it would have to be some sort of cooperative effort for residential developments all along the route with provision for cycling and walkways through the route.

For Amtrak volume to increase on the Vancouver Seattle route there will have to be some way for the huge population base of people near the border in Canada to access the train. Again a station on the US side within walking distance of customs seems to be the only really feasible way for this to work. A Scott Road station end of trip for the train would be a major deterrent to long haul passengers but would make the train much more accessible and functional to most of the lower mainland population, and day trip visitors to Vancouver.
