The headline of this story from the Victoria Times-Colonist,
"Repairs to Island rail line to start this winter" sounds very
positive.

But the body of the story contains a lot of weasel words: "expects",
"formality", "intends", "hope", etc. I'm not yet convinced that
this is a sure thing.
