This story is a few weeks old, but I just ran across it.

It says that the City and County of Peterborough are each
paying $2,241 toward the Shining Waters Railway's insurance
costs. (The county is made up of the townships and villages
around the city, but excludes the city itself.)
The story refers to the railway as a "$300-million operation that
is heavily subsidized by both the province and the feds". It's
true that the plans for the railway do call for that amount to
be invested by the federal and provincial governments, but I
believe that only a small fraction of that amount has been
granted so far, to pay for studies. The insurance is said to be
"so people are covered as they go on the field to plan for the
railway."
It also refers to the railway as a "private company". I don't
know what its exact legal status is. I gathered that it was
supposed to be set up as a not-for-profit organization. I guess
it must have some legal existence, if it can buy insurance and
can receive grants from the city and county.
City councillors hold differing opinions on whether or not the
rail service will ever become reality.
