CN Passenger Cars in 1967

I’m writing an article on passenger service during Expo year, 1967 and trying to determine the number of passenger cars on CN’s roster at that time. A CN equipment book dated May of that year indicates a total of 1159, including RDCs.

An article by Doug Smith in Canadian Rail Passenger Review Number 2 indicates that CN had 2,568 cars in 1963. Is it possible that the number of cars declined that much in four years given that they were expanding their passenger service during that period?

The Official Register of Passenger Train Equipment lists 2568 cars in 1963
and 2216 cars in 1967. These include head end cars which may not be shown in
the CN equipment book.
