Here's a story from a Victoria radio station about the maintenance
of the Esquimalt & Nanaimo in the years leading up to the suspension
of passenger service in 2011.

Here are two one-hour podcasts from that station. Discussion
of the railway starts at 33:30 of the first hour:

You can skip over the newscasts (though they do contain a
summary of the railway story) and the commercials. The guests
in the podcasts are Jim Sturgill, a member of the Island
Corridor Foundation's rail operations committee until that
committee was abolished, and Debbie Craw, the former VIA ticket
agent in Victoria. I'm not really in a position to judge, but
they seem credible when they cast doubt on whether the amount
of money that's been promised by Ottawa, the province, and the
regional districts along the line is enough to bring the line
up to the standards required for VIA's return.
